How to Apply

Pre-Course Counselling:

The pre-course counselling framework recognizes that the young people seeking to enroll at TSI is more than just a student. They would also have personal needs to be met, and their parents would also have concerns about how they would adjust and adapt to his new environment. The pre-course counselling provides inputs to address these concerns.

 

Course Application Form:

Candidates who wish to apply for a course offered by TSI must ensure they meet the entry and English requirements for the course. They are also required to furnish all necessary documents and information as requested by our Agent / Marketing Staff.

 

Selection Process:

a) First, the student fills in and submits the TSI Application Form together with a non-refundable application fee to the Student Services Staff.

b) The application is accompanied by photocopies of the student’s educational certificates, and other supporting documents. These documents will be checked and verified by the Student Services Staff.

c) The Course Counsellor arranges for the applicant to sit for an English placement test to assess the student’s entry level in his desired course of study. This is compared to the required level for the student.

d) The case is then referred to the Academic Manager to verify if the student meets the entry requirements

e) Only when the applicant fulfils all the conditions will the Principal sign on the Letter of Offer and issue to the applicants.

f) The Letter of Offer informs that the student that their course application has been approved, but that their admission as a student (for international students) is conditional upon their application for student pass being approved.

g) Upon receipt of the Acceptance Letter, the Student Services Staff or Recruitment Agent collects and compiles a full set of documents needed for the ICA Student’s Pass application and applies the Student Pass through the ICA Solar system.

  • If ICA does not approve the application, the student / Recruitment Agent will be informed. If the student / Recruitment Agent decides to appeal to ICA to reconsider, TSI can make an appeal to ICA.

h) Student Services Staff prepares the Student Contract.

i) The Student Services Staff explains the details of the Student Contract to the students before latter signs the Contract and Advisory Note Form 12 to confirm his place in the course.

j) Two original copies of the Student Contract are signed by the Student/parent/guardian and the Principal. One copy is given to the Student/parent/guardian immediately after signing and one copy kept by TSI in Student P-File.

k) Student proceeds to pay the course fee. Course fee is paid only after Student Contract is signed. TSI purchases FPS insurance for the student after the course fee is paid, and keeps a copy of FPS insurance cover in the student’s P-File.

l) Student to complete Pre-Course Counselling Satisfaction Survey.

  • For local student, the process above is generally similar except that it is not necessary to apply for student pass.

m) Upon admission into TSI, all new students will undergo an Orientation programme. During Orientation, students are reminded of important information such as the refund policy & procedure, transfer/withdrawal policy & procedure, deferment policy & procedure, attendance requirements, code of conduct, etc.

Send in Your Application:

You are required to complete the Course Application Form and submit with the necessary documents either by mail or in person to Touchstone International Institute.

The Course Application form shall be accompanied by the Application fee of SGD $250.00 (non-refundable) payable either cash, cheque or Telegraphic Transfer (TT) to TOUCHSTONE INTERNATIONAL INSTITUTE PTE LTD.

For TT payment, applicants can transfer the payment to the TSI Singapore Bank Account of the following details:

  1. Applicants are required to submit the documents at least two months prior to the course commencement date. 
  2. Applicants are not required to be present in Singapore while his/her application is being considered by the ICA. 
  3. No extension of stay will be granted while the application is under processing.

 

Acceptance by the School:

Once your application is approved, you will receive a Letter of Offer and Acceptance, two (2) copies of Advisory Note to students and the Standard PEI-Student Contract respectively.

 

Approval of Student’s Pass by ICA:

Touchstone International Institute submits the Student Pass application via SOLAR+.

  1. ICA will issue an In-Principle Approval Letter (IPA)
  2. Touchstone International Institute will notify the students of the successful approval for Student’s Pass

Note: The approval of Student’s Pass application is dependent on ICA, Singapore. TSI DOES NOT GUARANTEE any success rate of approval.

Standard PEI-Student Contract

  1. The Student Contract is an important legal agreement between Touchstone International Institute and the Student. It is a critical document that helps to minimize future disputes and hence it has to be completely understood by the student prior to enrolment.
  2. TSI will explain clearly the contents of the Student Contract to the students and if necessary, in native language
  3. TSI uses the Standard PEI-Student Contract provided by CPE, which includes the detailed breakdown of total fee payable by the student. The Sample of the Standard PEI-Student Contract used by TSI is available on the website.
  4. TSI signs an individualised student contract with each full-time/part-time student.
  5. Each contract is valid only for admission to one course.
  6. For any amendment made which constitute to a change in the original intent, both students and the Principal must sign beside the amendment(s) on both sets of the Standard PEI-Student Contract.
  7. No field shall be left blank in the Standard PEI-Student Contract. Where it is non-applicable, it will be filled with “N.A.”.
  8. TSI will provide the student with a cooling-off period of seven (7) working days after the date that the Contract has been signed by both parties. In the event where the student submits a written notice of withdrawal to TSI within the cooling-off period, regardless of whether the student has started the course or not, TSI shall refund the student the highest percentage (stated in the Refund Table) of the fees already paid.
  9. TSI will explain to the student that the standard contract also captures special conditions, if any, that TSI has mutually agreed with the student at the point of recruitment, for example, any discounts granted.

Payment Modes and Types of Fee

a) Application Fee

Application fee is non-refundable and will not be protected under the Fee Protection Scheme.

  • Payment modes: Cash, SGD crossed cheque, cashier’s order, bank draft, Telegraphic Transfer and Interbank Transfer.
  • Payable to: TOUCHSTONE INTERNATIONAL INSTITUTE PTE LTD.

 

b) Course Fees

The course fee is refundable and will be subjected to TSI’s refund policy.

  • Payment modes: Cash, SGD crossed cheque, cashier’s order, bank draft, Telegraphic Transfer and Interbank Transfer.
  • Payable to: Touchstone International Institute Pte Ltd.
    Note: The school will purchase the FPS Insurance cover within 7 working days from the day that payment is received or deposited into TSI’s bank account.

 

c) Miscellaneous Fees

  • Payment modes: Cash, cheque

Note: Miscellaneous fee will not be protected under the Fee Protection Scheme.

d) Late Payment Charges

Students are required to make payment of their course fees on-time as stated in the Standard PEI-Student Contract. Touchstone International Institute may impose late payment charges if payments are not received by the stipulated due dates.

Course Renewal, Transfer, Deferment and Withdrawal Procedures

Note:

  1. TSI will take a maximum 2 weeks to effect the course renewal.
  2. A consent must be obtained from parent/guardian if the students are below age of 18.

Assessment Results

Result Release

All students are informed of their assessment results through the following avenues:

  • Students enrolled in TSI’s Academic programmes will be informed of their assessment results when they receive their Student Progress Reports issued at the end of each Quarterly Test.

 

Students enrolled in TSI’s Higher Education programmes will be informed of their assessment results:

  • for each module through the Exam Result Release memo put up at the Assessment Noticeboard in school.
  • for the entire course through their respective transcript and certificate, when all graduation requirements have been fulfilled.

Student Performance data is readily available to our students and graduates upon request. Kindly contact the school to process your request.

 

Result Appeal

TSI has a policy on appeal for final results. Students can apply for appeal of their final results by requesting for a re-marking of specific assessment papers. Such request has to be submitted within one week from the date of release of the final results to the Head, Academic or Head, Higher Education.

Students may submit an appeal for review of results using the Exam Results/Re-sitting Appeal Form, citing reasons for their appeal. This appeal must be submitted.

The request will be surfaced to the Examination Board for approval and a re-marking of the student’s assessment scripts will be arranged. The results from the re-marking will be presented to the Examination Board for approval before releasing the outcome of the appeal to the student.

The approved results from re-marking will supersede the earlier results and be considered as final.

For each assessment paper, students can only appeal for re-marking of their assessment papers once.

 

Re-sitting Appeal

TSI has a policy with regards to re-sitting of assessments. Re-sitting of assessment will be conducted within two weeks from the date of release of results.

For students who wish to request for a re-sitting of their assessment, they need to submit the Exam Results/Re-sitting Appeal Form within one week from the date of release of the final results to the Head, Academic or Head, Higher Education.

The request will be surfaced to the Principal for approval and upon approval by the Principal, a re-sitting will be arranged. The results of the re-assessment will be presented to the Examination Board for approval before they are communicated to the students concerned.

The approved results from re-marking will super-cede the earlier results and be considered as final.

 

Timeline 

TSI works within the following timelines for the processing and release of the final exam results and appeal results:

For Academic Programmes:

  1. Release of Quarterly Assessment results – within 4 weeks after completion of the final paper of the Quarterly Assessment
  2. Release of approved results from re-marking – within 4 weeks from the official date of release of assessment results (or 3 weeks from the close of the appeal period)

For Higher Education Programmes:

  1. Release of examination result and final marks for the entire module – within 3 months from date of final examination
  2. Release of approved results from re-marking – within 4 weeks from the official date of release of assessment results (or 3 weeks from the close of the appeal period)

Fee Protection Scheme

  1. The Fee Protection Scheme (FPS) serves to protect the total course fees (exclude application fee and miscellaneous fee) paid by the students.
  2. In the event that Touchstone International Institute (TSI) is unable to continue its operations due to insolvency and/or regulatory closure; students can claim that unconsumed fees from the FPS provider.
  3. FPS is compulsory for all students (regardless of nationality and the type of passes) taking courses at TSI except courses with waiver granted by Committee for Private Education (CPE).
  4. Touchstone International Institute has appointed Lonpac Insurance Bhd as our FPS Insurance provider, a CPE appointed FPS service provider.
  5. Touchstone International Institute is strictly not allowed to collect course fee beyond 12 months.
  6. Student will receive a copy of the Certificate of Insurance (COI) from TSI and also a copy from the FPS Insurance Provider through email.

Academic Calender

Medical Insurance Coverage

Medical Insurance Coverage for hospitalization and related medical treatment for the entire course duration.

All TSI students have to be covered by medical insurance. Those who are already covered by their own medical insurance plans, can opt out of the medical insurance scheme but need to provide a copy of their medical insurance to TSI for record.

Under TSI, the coverage under the medical insurance policy as per arrangement with Liberty Insurance Pte Ltd is as follow:

  • Annual overall limit of S$20,000 per student;
  • At least B2 ward (in government and restructured hospitals);
  • 24 hours coverage in Singapore and overseas (if student is involved in school-related activities).

Students will be given a copy of the Product Summary and Frequently Asked Questions (FAQ) with information on the policy terms and conditions, the claim procedure, any exclusion, etc.

School Uniform Rules and Regulations

TSI has a Student Code of Conduct. The Student Code of Conduct is intended to guide students’ conduct so that they can have a meaningful and enjoyable learning experience in TSI. Students studying in TSI are expected to abide by this Code of Conduct which includes the following areas:

  • Attendance
  • Attire and Appearance
  • Attitudes and Behaviour

 

Consequences: 

A serious or persistent failure to comply with TSI’s Student Code of Conduct could result in disciplinary action, including the following:

  • verbal warning
  • counselling
  • written warning
  • detention
  • suspension
  • dismissal
  • police report

 

Attendance:

  • Students are required to attend and be punctual for all lessons.
  • Absence from lessons or official functions must be accompanied by a medical certificate or official leave approval.
  • Student’s attendance is monitored for each lesson and lateness of more than 30 minutes will be considered as absenteeism.

 

Attire and Appearance:

  1. The school uniform should be worn when attending school and representing the school at functions outside school. 
  2. All students are required to wear the prescribed school uniform and modification to the uniform is not allowed. 
  3. All students wearing the school uniform are to ensure that their shirt is tucked in at all times.
  4. Students are expected to keep their appearance neat and tidy. 
  5. Male students must be neat in appearance.
  6. Hair must be neat and short. Hair must not be dyed.
  7. Earrings or ear studs are not allowed.
  8. Nails must be kept short and clean.
  9. Female student must be neat in appearance.
  10. Long hair must be plaited or tied up neatly.
  11. Hair must not be tainted or dyed. 
  12. Wearing of make-up is not allowed. 
  13. Multiple earrings are not allowed.
  14. Nails must be kept short, and clean without nail polish. 
  15. Accessories like hair clips and hair bands must be in dark blue or black.

  • All students must wear the school PE attire during PE lessons.
  • All students must be in their appropriate PE attire when reporting and participating in their CCA activities.

  • Students have to wear white sport shoes with white socks.
  • Socks are to be slightly above the ankle.

 

School T-Shirt (Only Applicable to Diploma and Language Courses Students)

School T-shirt

  • The School T-shirt should be worn when attending school and representing the school at functions outside school. 
  • All students are required to wear the School T-shirt together with black jeans/black long pants and sport shoes.
